tIieN1 - can a popup warning be considered as 'not allowed'

Description

I see ICT tools that also provide some SCT features. Such tools may have a setting to allow or block SCT features. For example when SCT features are blocked the data model can't change and tIieN1 will pass. When the setting allows SCT features the tIieN1 will fail. So the test result depends on a setting. Which is very common for server testing and allowed.
Now what if an ICT tool does not have such setting but instead pop-ups with a warning and ask the engineer something like "dataobject/LN is allocated to a client. are you sure to remove?". Is this acceptable to pass the test?

Many tools on the market provide some mix of ICT and SCT function. UCA needs to address these products.

Any implementation that prevents changing of data model in the output SCL is acceptable.

Attached is a detailed proposal to allow flexibility for ICTs, with the intent of better user experience and better engineering workflow.

Generally accept proposal, but further discussion of SED/Exchange between 2 SCTs needs further discussion.
