Explicit association between TransformerTank and TransformerTankInfo

Description
The existing AssetInfo.PowerSystemResource association allows associations between instances of child classes that are utterly illogical. This forces each profile using the AssetInfo.PowerSystemResource association to re-articulate constraints that are universal and would more logically be expressed in the canonical UML. This issue aims to start correcting the problem by suggesting one specific association.

Need to coordinate between the 61968-4 for creating AssetInfoAssembly and current Transformer model to test procedure dataset.
