Description
If the server sends GOOSE messages when the GoCB.NdsCom is true, then the GOOSE message.NdsCom shall be true as well.
The test needs to be corrected to allow
1) to refuse the incorrect configuration while import SCD
2) to ignore parts of the new configuration
3) to accept the configuration
3.1) The GoCB.NdsCom is set to TRUE.
3.2) If the GoCB can be enabled (SetGoCBValues.resp+), then the GOOSE message.NdsCom shall be set to true
3.3) If the GoCB cannot be enabled (SetGoCBValues.resp-)
