Description

PIXIT entry Gp5 specifies the minimum MinTime and Gp10 the minimum MaxTime. We need to verify this as follows:
- update sGop2 to configure the minimum MaxTime
- update sGop4 to configure the minimum MaxTime

Also need to verify that changing SCL.maxTime results in a change to DUT behaviour
Also need to verify that changing SCL.minTime results in a change to DUT behaviour if PIXIT GP5 is "Yes"

Propose to amend instructions for SCD file configuration to use PIXIT Gp5 and Gp10 value.
