Bug #6184
Trigger option 'dchg' for settings of FC=SG

Description
Technical discussion about Tissue 1851
copy from Tissue:
Issue
Reference is made to Tissue #204. Despite Tissue #204, setting attributes of FC=SG do not have a trigger option.
Changing a setting value of FC=SE will not be reported (ok).
When changing the active setting group, the values of all settings of FC=SG will be updated. Due to the fact that these attributes do not have trigger options, the coming active of different setting values due to a change of the active setting group cannot be reported.
Proposal
Add the trigger option 'dchg' to attributes FC=SG.
Comment:
I am not sure if this is desired. What is the use case?
There is no data changed "from the process" (measured or evaluated values from the process).
Is changing settings a data change that we want to be reported?
Also, depending on the number of settings in the setting group, a large volume of attributes could be reported (again: without any cause from the process).
Reply:
There is no process data changed. Nevertheless, the active protectons settings are changed due to another setting group having become active.
This is relevant e.g. for schemes where the selection of the active setting group is made by digital inputs triggered by external events (power flow via bypass busbar, e.g.).
In automations where the values of setting parameters are determined by a computerized system, these values may change several times in a day. Only when they are reported all system components will be aware of the setting values in force.
I can raise this issue in the User Feedback TF for discussion.
Proposal descriptions
Proposal made by the reporter:
Add the trigger option 'dchg' to attributes FC=SG.
Could TF User Feedback have a discussion whether the requirement is justified.

- Status changed from New to Closed
The adopted solution in edition 2.1 is:
- Client uses tracking service to know a change has been made in a specific SCGB
- Client reads all the settings of such SCGB to get the complete picture by polling or by reporting (integrity or GeneralInterrogation are available)
