Description

Various ICT support different mechanisms where a SCT must connect the ExtRef, including:
- A dedicated GGIO LN
- A InRef at LN LGOS

But icd files do not declare noIctBinding

Connecting through an InRef does not seem the right approach.
Requiring dedicated places to bind, from Ed 2.1 on requires the declaration of noIctBinding
