Description

The expected result step 1 states: DUT accepts or does not accept configuration (PIXIT) a dataset exceeding the GOOSE packet size. The test may not be conditional anymore and can be changed to mandatory. A similar case is with sGop9: DUT/ICT accepts or does not accept a GCB with empty dataset. sGop9 is mandatory.

Condition is: PIXIT-Gp9 Dataset too large: sGopN2
PIXIT-Gp9: Does Server or ICT refuse GOOSE payload dataset length greater than SCSM supports?

One reason to keep it conditional is that the ICT/SCT can't create a "too" large dataset because the number of dataset elements is limited so the ICT prevents this situation.
