I think the requirement is to produce Op and Tr signals when there is an overvoltage on all 3 phases = an AND function.
As standard, the PTUV.Op is an OR function - at least one phase is overer-voltage
Proposal : add a setting
NumPhsStr ENG Number of phases to start detection: values 1,2,3. If the DO is not present detection starts when one phase is over the threshold voltage

Opinion of the TFUF group is that this is not correct statement. Because this implies that there will be no Operation/Trip in case that there is single or two phase pickup/start.
Semantic of Op.general or Tr.general will be dealt in TF 7-500.
User is requiring that there is single attribute 3ph op/tr.
