ERCOT Combined cycle
Combined Cycle plan- added Configuration and TransitionState classes. Good candidate for moving to core model since everyone has this.

Agreed to close the issue based on information from Eric and John Mosley
Eric suggests this issue still be closed but if new findings are made on this issue we close this and open a new issue in the context of today’s CIM. John recalls he believes this issue was already addressed and it should be closed.

Oslo 15 June 2023 - reviewed classes in 62325 package and believe that they make sense where they are as they support the sort of optimisation / scheduling. Suggest issue be closed.
