PICS mandates the support of Select and SelectWithValues for client even through PIXIT shows SBOns and SBOes can be N
Description
In the PICS version 2.3 and version 3.0, the S51 for Select and S52 SelectWithValue are mandatory in Client side.
At the same time, PIXIT template in client test procedure version 1.1.2 (Rev2) Ctl1, the four control modes are optional.
Does this mean that client has to implement Select even through SBOns is not supported, SelectWithValue even through SBOes is not supported?
Explain why Select and SelectWithValue are mandatory for clients. Otherwise update the PICS to make those two optional.

All services associated to control (Select, SelectWithValue, Operate, Cancel) shall be supported by client. This is a pre-requisite for interoperability client server, as the control model used by an object is the decision of ther server configuration.
