Description

Tissue 1365 intOp green since 2015 forbids IED name=None for Ed2. However this tissue is missing in the Ed2 TICS list from WG10.
I propose we allow ICT tools to implement the tissue and block the IED name=None.
Therefor we also need to allow to skip the IED name=None part of the test.

Add this tissue to Ed2 TICS template. Omission was an oversight, as the tissue indicates.

agree to skip the IED name=None part of the test.
