Edition 3 does not specify that you can use the 'updated' verb that is defined in Part 100 edition 2. This makes it very difficult to implement Part 3 because even though only one element of the XSD has changed, the entire message must be sent when the 'changed' verb is used.
Proposed Solution
Update to the document only; no modeling changes needed.
