Description

Due to problems with the OutageArea, it is not included in the current payload. See issue #6242. Both should be included in the UnplannedOutages payload, once issue 6242 has been addressed.

OutageArea is needed for outage reporting and is used by the Outage Data Initiative project.

Proposed Solution

After addressing 6242, add OutageArea and AreaKind to UnplannedOutages payload.
