OutageArea has nowhere to put the name of the outage area

Description

OutageArea needs reworking – there is nowhere to put the name of the outage area so it is not useful if we don't know what the area is (e.g. the name of the Borough or the value of the zipcode). Note that we don't even have OutageArea in the UnplannedOutages profile due to this shortcoming.

Proposed Solution

Suggest making OutageArea inherit from IdentifiedObject. Then the Names can be used to identify the name of the area.
