Description

IEC 61850-6 and IEC 61869-9 are not consistent related to smvOpt. Part 6 table 31 states smvOpts: dataRef and sampleSynchronized are deprecated but are kept in SCL for backwards compatible reasons. As such we have to update sCnf125:

OLD:
Verify the SmvOpts (clause 6.903.11)
- SmvOpt: sampleSynchronized="true" refreshTime="false" sampleRate="false" dataSet="false" security="false"

NEW:
Verify the SmvOpts (clause 6.903.11 and IEC 61850-6 Table 31)
- SmvOpt: sampleSynchronized="true" or absent; refreshTime="false"; sampleRate="false"; dataSet="false" or absent; security="false"
