SCT imports ICD with SGCB, and the settings with FC= SP outside this setting group are changed to FC=SE in the exported DOType part

FC=SP means Setting (outside setting group). The attribute is mandatory, if this data shall be a setting outside a setting group (IEC61850-6 Chapter 5).The SCT shall not change any function constraint of the ICD file.Suggest adding text around INF 3850-3859: SCT may change the name/id of LNodeType, DAType, etc. found in the DataTypeTemplate section. The SCT shall not change the underlying definitions unless specified by an upgrade/downgrade rule.

Description
The integrated application area SCD (IntegratedApplicationv4.2_2007B.SCD) was created by importing an ICD which LD (PROT) has a SGCB in LLN0. But the settings with FC= SP outside this setting group was changed to FC=SE in the exported DOType part.
If the constraint change is correct in the SCD, there is also another problem that the fc attribute of <FCDA/> of the same settings in DataSet are still SP.
