Short Proposal:
WG 10 shall come up with a selection and a specification of the preferred method to specify signal flow between IEDs from a system specification tool. This shall include the description what has to be included in an ICD / IID file (the input on the SCT) as well as what has to be added by the SCT to be included in the SCD.It shall as well include a discussion of the relation between ExtRefs at the engineering stage (SCL file) and InRefs/BlkRef later in the real time model.
Description
The actual format required for an ExtRef is not specified fully or in an understandable way.
Tools configured different combinations of values to create ExtRef.
A single unique mechanism, that is unambiguous, needs to be documented.
