Copy TapChangerInfo.ctRating to TapChanger. Check with WG14 if they want to remove it.
To be decided in which profile - probably in the unbalance profile as it was needed for the distribution

Reviewed again. Decided to close this issue out as it overlaps with 6147. Also we have moved the proposed solution to 6148 to be addressed during that work.
