Description
Part 7-3 states that in case of dchg and dupd the SCL shall select one.
But for for example ctlModel which has only trgop dchg in part 7-3.
Shall ctlModel have trgop:
1) dchg="true"?
2) dchg="false" also allowed?
3) dchg missing also allowed (the default value in the schema is false)
The ctlModel is readonly and will not be changed internally. So there will never be a data change.
Part 6 Table 47 states: *Defines which trigger option is supported by the attribute (value true means supported). One
of those allowed according to IEC61850-7-3 shall be chosen. *
