Description
Discussions of the Meas and MeasurementType elements call for the need for better handling of the power of ten "multiplier", the unit of measure, the need to indicate a phase (or sometimes a neutral to ground connection), and other needs. All of this has already been modeled in 61968-9 by means of the ReadingType. This element decomposes into 18 fields (see ReadingType.xsd). The modeling team gave us this design, but then somehow these elements are not individually supported by the CIM model. Since all groups need these elements, consideration should be given to formal inclusion in the CIM model and use by all WGs.

A question came to us from the Singapore NC of the IEC, from Mr. Ami Saha, saying "Following further discussion among our stakeholders, it was observed that although majority of the enumerated values are consistent between the 2 tables in IEC 61970-452 Table 298 and IEC 61968-9 Table C.17, there are some differences – with each table containing unique values not present in the other.
We would be grateful if further clarification could be provided regarding the differences in PhaseCode enumerations between these tables – i.e. whether there is intended alignment or if they are meant to serve distinct purposes. Thank you."
DH: I would like to suggest that we find a common way to model the phases and capture it in the CIM enumerations for the element. Each part could then in turn use a common code. A future edition of part 9 could easily support a new text codes (literals). We would like to keep the same numeric values.
