Proposal to change Mandatory test items related to compatibility to Conditional
Description
All compatibility-related test items added to the Ed2.1 test procedure according to IEC 61850-7-1 Annex K (e.g. sGos20-22, cRp40-46, etc.) are classified as mandatory. However, it is proposed to change these items to conditional and distinguish whether compatibility is supported in PIXIT as Y/N.
Since KEPCO configures substation systems with devices from multiple manufacturers, it is proposed to use a mix of Ed1 and Ed2 products to reduce interoperability risks.
In other words, KEPCO states that if Report or GOOSE mixed with data models not in the Ed2/2.1 standard (which can be added to Ed3) is processed as required by the test procedure with Ed2.1 products, it will cause confusion in the operation of the substation system composed only of Ed2/2.1. Therefore, it is argued that users should be able to select this feature.
They seem uncomfortable with the fact that tests that consider the possibility of mixing data models not in the Ed2/2.1 standard into the current Ed2/2.1 system are mandatory.

Rejected. Backwards compatibility is demanded by the market. PIXIT is information for testing, not for allowing devices that are not conformant.
