Description
During the discussion related to phase discrepancy, we have identified that 7-500 clause 15.2 needs to be revise to explain how the exchanges are. CSWI.Pos vs CPOW.Pos - both controllable.
Is it a configuration issue, that CSWI never commands XCBR directly?
The Operate(CSWI.Pos) does not indicate with POW, so does the client control CPOW - or never.
