Control of substituted or blocked objects

Description
Today there is no statement about how to deal with objects that are substituted or that are operatorBlocked.
Shall controls of such objects be accepted or not?
The preferred answer is "not accepted". In both cases the information flow is not active ('SubEna' = "true" leads to disconnecting the process and setting of 'q.source' = "substituted" , 'BlkEna' = "true" leads to 'q.operatorBlocked' = "true"). Supervising controls will not be possible, controls with enhanced security would be terminated after timeout.
As concerns the interaction of CSWI and XCBR/XSWI, it is a local issue which data CSWI will use in the performance tests to evaluate control requests.
CSWI could process 'XCBR/XSWI.Pos.q.source' and '..q.operatorBlocked' and consequently create 'CSWI.CmdBlk' = "true". It is conceivable that XCBR/XSWI set 'EEHealth' to "Warning" or "Alarm", which also can be processed by CSWI.
A new clause in IEC 61850-7-5 (clause 5.4 ?) to be created.
