Description

Most commercial outage management systems support this concept (at least three that we are aware of). It is used to stop an unplanned outage from predicting to a different location when additional trouble tickets are received. An unplanned outage can be frozen due to the passage of time. An unplanned outage can also be frozen if the outage prediction has been overridden by a user, to prevent the outage being re-predicted at its original location.

Proposed Solution

Add 'frozen' to the enumeration of OutageKind (current values are predicted, confirmed, partiallyRestored, restored, closed).
