Need to capture affected kVA for IEEE load-based indices. This means that the kVA for loads and transformers that are de-energized as part of the UnplannedOutage must be recorded with it. The kVA should be either the nameplate rating or the actual loading immediately prior to the loads and transformers being de-energized, if available.
