The UnplannedOutages profile needs a way to capture the time and date that each UsagePoint was energized and to be able to associate a restoration event with a SwitchingEvent.
Proposed Solution
A possible solution is to add two associations between UsagePoint and SwitchingEvent – EnergizedUsagePoint/SwitchingEvent and DeEnergizedUsagePoint/SwitchingEvent. This would allowa each energized/de-energized usage point to be associated with the event that caused the usage point energization to change and hence the time/date that the change occurred.
