Consider using CIMDataType of FloatQuantity instead of Float.

Proposed Solution

Description is missing from this attribute; "The binding dispatch operating target for the market interval."
FloatQuantity provides the flexibility to use the multiplier, unit and value to describe the bindingDOT value.
