Description

Add administrativeStatus attribute (String) in the MarketEvaluationPoint class [0..1]

A Usage point may be connected, however the administrative Market Evaluation Point may not have any customer nor supplier. This means the energy consumed (e.g. when trying to get a buyer of an apartment) will be part of losses in the settlement.
Then the (future) Energy supplier will be informed about this situation. Perhaps the former Energy supplier asked the DSO "please disconnect", but then the DSO decided to keep it connected, however then without any supplier associated with it.

Proposed Solution

Suggested definition: Specifies whether (or not) the Market Evaluation Point is active part of the imbalance settlement.
Additional information: E.g., if still physically connected, but inactive in the market, the energy volume for the Market Evaluation Point will be part of the losses in the grid.

Decision

Add new attribute administrativeStatus to AccountingPoint class.
