The association of assets such as transformers to the structures they are in is somewhat handled through the AssetContainer class. This make that a dual use class as it also is used to identify asset component relationships. It also does not adequately address the association to poles.

After many discussions, the current model stays. However, a new OverheadStructure is added to associate one or more Pole
