Issue 2.1: Allowed limitation need to be addressed in ED 2.1
Need to add a differentiation between URCB and BRCB in SCL 2.1: need to be able to indicate the limit on BRCB vs. URCBs? E.g., ConfReportControl.maxBuf (optional, no default; if not specified means can be up to max; cannot be greater than max). May only be defined (present) if bufMod = both.
Herb to write a tissue (should be for Ed. 2.1).

Issue 2.2: Recommendation that limitation be confirmed by WG10.

If all controllables must have the same ctlModel value, then this is only allowed if all ctlModels are read-only (can only be set in the ICT) => all ctlModel DAs have valKind=RO and valImport=false.
? Thus, described situation is not allowed.
There is no DA defining the control model of a whole device.
