There is the tissue # 1241 in the Tissues Database Part 6 that has been set to green in 2014. The conclusion was that this was part of an IED specific configuration, i-e a local issue. However the discussion ended by "No change for Ed2. A rediscussion for Ed3 might follow".

It would appear that the Control Block schema definitions (in the IED section) need to be expanded to allow this capability.
