Procedures to establish client / server communications should be defined

A guideline how to use reporting has been prepared by Bruce in the UCA testing committee for review - once completed it will be reviewed by the WG10Closed because has been solved into the 7-2/ed2.1 FDIS (Thierry in charge)
TISSUE 453 adds some clarification. It needs to be investigated if further clarification is needed.
Description
Procedures to establish client / server communications should be defined or at least some guidelines how to perform basic tasks need to be given. As an example, part 7-2 provides on page 78 a state machine for RptEna, but there is no state machine of these processes in general (for URCB and BRCB).
In general, clarifications are required, how to handle configuration of report control blocks.
There should be recommended way of initialization and use of buffered and unbuffered report control blocks (with regards of different approaches to multiple instances, reaction of Resv in different states of communication, how will Client react/be prepared for Server side that is not supporting some of OptFields etc).
