StaticLoadType enumeration and properties on LoadStatic probably duplicate LoadResponseCharacteristic
This seems very similar if not identical idea as specified on LoadResponceCharacterisitc class. The details are not documented on the enum values or the attributes, so its hard to tell exactly.

Proposed Solution

Probably can delete many attributes of StaticLoad class and delete the whole of enumeration StaticLoadType. Would add association LoadStatic[0..*]-LoadResponseCharacterisitc[0..1]. This is similar to how an EnergyConsumer uses LoadResponseCharacteristic. LoadStatic is not a ConductingEquipment, so cannot specialize EnergyConsumer to obtain the association. There may be other properties of EnergyConsumer that we want consistent with LoadStatic though.

StaticLoadType and LoadStatic not in CIM.
