Problem exchanging SCL file between tools

The issue came from ENTSO-E and in particular from ELIA. Because there is no action. It is decided to close the issue.

Description
There may be problems by exchanging SCL files between tools.
In this particular case, this may be associated with TISSUE 425.
As an example, we've experienced problems with importing SCL files (CID file for exemple with SBO function) from one vendor to another. We had to make small adaptations in the SCD file (add manually SBO, although SBO was mentioned in the CID) in order to make it work. When bringing this to the attention of the concerned manufacturers, they replied that their IED (and therefore the SCL file) is certified and therefore not the source of the problem.
