instructionStartTime description currently: Time the resource should be at Pmin (for start ups). Time the resource is off line. proposal: The date/time at which the resource should achieve the Dispatch Operating Target (DOT). Unless otherwise specified in earlier instructions, any ramping should be performed in advance of the instructionStartTime. The resource is expected to maintain the DOT until either a subsequent instruction is received or instructionClearing interval ends.
