Description

BaseVoltageVsContainerVoltage - cim:BaseVoltage.nominalVoltage of the cim:TopologicalNode.BaseVoltage shall be the same as cim:BaseVoltage.nominalVoltage of the cim:Bay and/or cim:VoltageLevel containers that are in the scope of creation of a cim:TopologicalNode.

Recomennded to be added to CGMES. With this rule we basically forbid to create a TN of elements from containers with different BaseVoltage.nominalVoltage.
It can be more for CIM 18+. It can be as a rule or as a guide for Topology processing.
