Accounting points can be exempt VAT in areas of a country or dependent on kind of accounting point (e.g. lower volumes of produced electricity may be without VAT). The suggestion is to add the attribute VATObliged (Boolean) to ChargeType. Then the Energy Supplier can be informed if there is VAT for this charge or not.

Proposed Solution
This MR suggests adding the attribute VATObliged (Boolean) to ChargeType (and do the corresponding addition in the European Style Market Profile, IEC 62325-351). See further attached file. The suggestion has been discussed and agreed in European retail SG 2023-10-25.
