Description

When sending MGA billing characteristics (grid billing master data), e.g. to the Energy Supplier, there may be a need to group charges with common characteristics, for instance grouping of all charges related to households into one Charge group. The classes ChargeGroup (and ChargeType) should then be added to ESMP (IEC 62325-351), see also issue [[https://redmine.ucaiug.org/issues/6533]] .

Proposed Solution

This MR suggests moving ChargeGroup to the package MarketCommon. Otherwise changes only apply to ESMP (IEC 62325-351). Se further attached file. The suggestion has been discussed and agreed in European retail SG 2023-10-25.
