the class WindPlantQControlIEC has 2 attributes qwpmin and qwpmax. IEC 61400-27-1:2020, 7.9.2.
defines them as a function of Pwp. Therefore it is not correct that these are attributes, they need to be lookup table
Proposed Solution
Define the 2 attributes qwpmin and qwpmax as lookup table.
Decision
Apply changes in the 302 and 457 FDIS July 2023 so that the standard is in line with IEC 61400-27-1:2020
