Description
There is no test to validate that the LastModified value stays the same between FileDirectory requests or GetFileAttributes requests. Nor is there is a test to make sure that the LastModified value changes when the file is actually modified.

How would you know how long to wait between GetFileAttribute requests. Group is uncertain how to actually perform the second part of the issue. It is application dependent. It depends if the file is fixed (like COMTRADE) or variable (like a log file). TPWG Group on 20211019 suggests to refuse this request.
