Needed for ACDCConverter.switchLoss from PU to ActivePowerPerCurrentFlow

Proposed Solution

Add CIMDatatype as suggested.

Decision

As suggested. Also added new diagram CombinationElectrialDatatypes as a place to start putting new combination datatypes since ElectricalDatatypes diagram is already too large.
