Remove reference to concrete unit in doc.

Proposed Solution

Modify doc in attribute HydroGeneratingUnit.hydroUnitWaterCost to avoid referencing units.

Note: (cubic meters/second) should have been handled with newly defined WaterDischarge datatype. You may need to introduce a new UnitSymbol or some other monetary Datatype.
