There is clear spec on how to relate this String attribute to DAF/GDA/CIMXML ResourceID.

Proposed Solution

State explicitly that this attribute corresponds to DAF/GDA/CIMXML ResourceID. Then clearly specify the way to convert from CIM String to DAF/GDA/CIMXML ResourceID and vice versa.
