Description

WireArrangement needs additional attribute to define the phase and a new enumeration for the attribute (SinglePhaseCode) - also the description needs to explain that the reference point for the X and Y coordinates is the ground elevation for Y and an X reference is not necessary

Proposed Solution

Add new attribute "phase" to the WireArrangement class. Add a new enumeration, SinglePhaseCode, for use by this new attribute. The valid enumeration values are A, B, C, and N.
Add the following text to the description of WireArrangement - "The reference point for the Y coordinates is the ground elevation. An X reference is not necessary, because the relative horizontal spacing, not absolute spacing, is all that is important."
20070118/LOO The PhaseCode data type is not an enumeration. Change PhaseCode to enumeration and do not add SinglePhaseCode. For issue 282 it is suggested that asset related classes are moved to the 61968 package.
