The requirements of individual people, crews and work tasks need to be better articulated better, making necessary distinctions as to where and when they apply.
Proposed Solution
In WorkSchedule Package, add Usage class and associate it with MaterialItem and EquipmentAsset. Remove association of WorkTask to QualificationRequirement, since QualificationRequirement is asset related, and replace it with Capability, which is Crew and WorkTask related. In TopLevel Pakcage, add Craft and associate it with ErpPersona and Skill. Add Capability class to Crew Package and associate it with Crew and Craft.
