Description

There is currently an inconsistency in the rules followed for including connective equipment in partial models (e.g., are ACLineSegments provided as part of partial models when adding a new substation or are they already present in the base model file?). This was included in the IOP 67 Test Report but was never resolved. We need a consensus on the location of the "dangling lines".

Proposed Solution

The proposed resolution is to require connective equipment, such as ACLineSegments, to be provided as part of the partial model file. This seems to fit the physical model better and also avoids the one-to-many association connection in the partial model. If the ACLineSegment is part of the base file, then the partial model file must include an association, ConnectivityNode.Terminal (a one:many association), which violates the rule in Section 4.3 of the referenced NERC document. If the ACLineSegment is included in the partial model file, then the association included, Terminal.ConnectivityNode, conforms to the rule.
20070118/LOO There are currently two different ways to exchange partial models
- ACLineSegment as boundary
- ConnectivityNode as boundary
The solution is yet to be decided on.

Decision

2009-04-01: KLH - Partial models are now only used in the context of ModelingAuthoritySets, which removes any ambiguity related to what should be included.
