As part of the UCA conformance testing process, PICS, PIXIT, SICS and TICS are integral part of the documentation for a certificate to precisely describe what was tested.To help the end user to compare these elements with its own specification, some guidance shall be provided. Such a guidance can be provided with details by a guideline produced by the UCA users group. In addition, we may consider in further revisions of IEC 61850 what additional information can be provided in e.g. part 1 of the standard.

Description
Freedom of choice what IEC 61850 services are to be tested seem too open. The vendor can select exactly what UCA accredited test center shall test and the report is limited to those details. If IED doesn't pass one of the tested services regarding interoperability, the vendor can leave out this particular service from the list of tested services and the end user won't know that it didn't pass the test. Also, PIXIT & PICS, TICS, SICS are too detailed and it is not in the scope of the end users for checking their validity and suitability for their own applications.
There are two issues that are adressed here:
- mismatch between PICS/PIXITs used for conformance testing, manuals and marketing documents
- the easyness of the interpretation of PICS/PIXITs

The PICS, TICS, MICS, PIXIT are vendor confidential information. UCAIug does not have rights to post or even retain copies of this information. UCAIug's rights are only to use these documents as part of the certification process.
