Improve the arrangement of a class.
Decision
This will be corrected.3/22/2005: Class StaticVARCompensator class will be uncovered. No relationship is needed to Enumeration. 8/15/2005: Could not find relation to Enumeration, so no change. Diagram looks fine in Rose model.
