According to IEC 61850-6, it is intended that the substation section is mandatory for an SCD file. But the SICS for System Tools say that the production of a substation section is optional.

Substation part in SCL is mostly non existing in manufacturers scd export files and in form that is defined as in Standard. Substation part in ‘configured’ SCLs should not be optional as this is the only way to link certain function to a part of substation Manufacturers tool for this feature.
