Description

Mixed equipment control
There is a need to clarify that "mixed regulatingControl on generators and transformer/shunts is allowed" including specification on what targetValue should be (i.e. to be the same so that the controls not diverge in the solution). IOP suggests to update the description on RegulatingControl to say in case there is multiple controls regulating same terminal there must be only one RegulatingControl with the same kind, which is enabled.

Proposed Solution

Proposed text for RegulatingControl:
In case multiple equipment, possibly of different types, control same terminal there must be only one RegulatingControl at that terminal. The most specific subtype of RegulatingControl shall be used in case such equipment participate in the control, e.g. TapChangerControl for tap changers.
For flow control load sign convention is used, i.e. positive sign means flow out from a TopologicalNode (bus) into the conducting equipment.

Added documentation on RegulatingControl.discrete "This applies to equipment with discrete controls, e.g. tap changers and shunt compensators."
